GIS-monitoring of the transport network in the Moscow region

Questions of transport movement of the population on highways are one of the most actual subjects for research in modern regional economy. Quality management of labor resources is a key factor of effective economic development at any level ( corporate, regional, Federal), because the implementation of any projects directly depends on the availability and quality of available labor capital. Quantitative estimates of population mobility parameters are also relevant for modern science and practice. At the regional level, the shortage of qualified personnel arises due to pendulum labor migration (MTM), which causes local flows of labor within the region, primarily from the periphery to the center. It should be noted that pendulum labor migrants are residents who travel home-work over long distances, while their home and work are in different administrative entities. Within large agglomerations, MTM provides the main intraregional mobility of the population. So in the Moscow region, according to the results of our previous studies, every third resident of the region is a pendulum labor migrant. Therefore, quantitative monitoring and control of the situation with the mobility of workers is extremely important for the purposes and objectives of human resources management at the municipal level.
The purpose of this work is to move from the standard use of the Yandex service. Preparation for the construction of an economically justified indicator of the load of transport networks. The development of such an indicator is an urgent task for scientists. First of all, because the congestion index of transport networks serves as a quantitative assessment of the socio-economic state of the problems associated with the state of the transport network on the roads of the Moscow region.
