Structure and dynamics of social budget expenditures in Russia is analyzed within the bounds of complex system PIC (“Population, Incomes, Consumption”, CEMI RAS). A level of Russian health protection State financing health protection State financing is compared with developed countries of Europe and world. Russian level is equal often 1/3-1/2 e developed countries level. It is obviously not enough for the social State.
