Science in the education system

National strategy on science development in the Azerbaijani Republic in 2009-2015 is a set of measures for determination of the research and development priority directions of development of a science, funding mechanism enhancement, gain of normative and legal basis of the science directed on integration of the Azerbaijani science in the international scientific space.

The higher educational institution is an important component of scientific researches carried out in the country. The size of the means sent to this sphere grows from year to year, carrying out scientific researches at the modern level and increase of their quality is as a result provided. In higher education institutions scientific researches are carried out on chairs, and also in research establishments. Now in higher education institutions in case of the Ministry of Education 3 research institutes, 5 scientific centers, and more than 90 research and development laboratories which are financed from the state budget function.

The program of reform consists of three phases:

During the first phase a row of the changes connected to introduction of new curricula and programs is carried out. Special attention is given to the training of specialists, capable to use new modern technologies of control. In leading higher education institutions the automated information and administrative systems connected to the Internet of libraries are created, departments of planning of research and development operations and scientific and technical information, patent and information training centers operate. Some operations are carried by the international grants. Intra high school and republican conferences for students and masters are carried out.

On the second phase institutes which provide distant retraining of teaching composition on the job are created, reconstruction of material infrastructure of educational institutions is made. The system of crediting of educational institutes is created.

On the third phase the management information system education is implemented. Special attention is given to stimulation of scientific development in area teachers and psychology. It provides wide attraction to control in education of pupils, investors, representatives of the public. The main purpose is to create such system which can provide quality achievement of educational process.
