Analysis of the current state of the labor market in the scientific field

The field of science is a complex and constantly evolving social organism. Thanks to the regulation of the development of the scientific sphere, the state has real opportunities to ensure the overall economic development of the country, as well as to effectively resolve issues related to its strategic interests in the international arena. To a large extent, this process contributes to the convergence of sciences and technologies, due to which results are achieved that would not be possible within the framework of only one of the sciences.

The main regulator that provides the necessary rational balance between the processes of maintaining and updating the quantitative and qualitative composition of scientific personnel in the field of science is the labor market of scientific workers.

For effective regulation of supply and demand in the labor market of scientific workers, it is necessary to constantly monitor the labor market in order to study the dynamics of ongoing changes, as well as to identify factors affecting the market situation using statistical methods of data analysis.

The purpose of the study is to assess the current state of the labor market in the field of science and optimize the existing economic and legislative mechanisms for its regulation.

To study the labor market in the field of science, official statistical data for the period 2015-2020 were used. For a comparative analysis of the data of this period with previous periods, statistical data for the period 1992-2020 were studied, including in the context of the dynamics of the total population of the country, as well as the migration of scientific personnel. The source of information necessary for the study was information from the Federal State Statistics Service (Rosstat), as well as information from relevant ministries and departments - the Ministry of Science and Higher Education of the Russian Federation, the Ministry of Education of the Russian Federation, the Federal Service for Labor and Employment, the Federal Service for Intellectual Property, etc. .d. For the analysis of certain aspects, information from the Institute for Statistical Research and Economics of Knowledge of the National Research University Higher School of Economics (ISSEK NRU HSE) was used.

An analysis of the labor market in the field of science is necessary to understand and assess the dynamics of changes taking place on it, to identify factors that have a significant impact on its development and market conditions, as well as to develop and make management decisions aimed at timely elimination of identified shortcomings.
