Development information-communication technology in Azerbaijan

Use of information-communication technologies (ICT) with the purposes of maintenance of long and steady socio economic development of Azerbaijan, realization of state management on the basis of modern principles became one of priorities of state politics, and in the given area the important measures were accepted. On the basis of the State program on development of communication and information technologies in the Azerbaijan Republic for 2010-2012 years “Electronic Azerbaijan”, and also other normative-legal certificates accepted in connection with development of information and communication technologies, the legal base was generated in the field of rendering by state bodies to the population of electronic services appropriate to the international standards.

The Azerbaijan Company NeyroTex, by the order of Ministry of Communications and information technologies and Fond Heydar Alieva has developed first in the world the test prototype of the minicomputers controlled by sound commands and intended for the blind and visually impaired people.

The minicomputer will help to ensure equal opportunities for use of ICT with the people with infringements of sight. Distinctive features of the device are absence of the keyboard and monitor, and complete sound management by means of a microphone. Through the minicomputer using voice commands it is possible to get acquainted with last news in on line a mode, to use an e-mail, to sound the electronic texts, to accept calls and to answer them. In the future is planned to realize an opportunity of translation of speech by means of the computer on Russian and English languages.

In the field of development of National Information resources in Strategy of National development on ICT the below-mentioned stages are taken into account:

- Formation of a national electronics-information society;

- Maintenance of an exchange of the electronic information in the Azerbaijan language;

- Expansion of a segment of the Azerbaijan Internet;

- Development of national search systems;

- Preparation and development program maintenance in the Azerbaijan language.

The main part in this chain of processes is the creation and strengthening of an information society. The information and communication society, providing the information and information resources occurring processes, has resulted in revolutionary changes in the world.
