In the offered conceptual model, are differentiated syntactic and semantic signal compon ents. Semantics of a signal is its semantic value. Syntax of a signal is a form in which semantics is coded. Tools by means of which syntax of a signal (sense in itself) is deciphered and formed ‘Knowledge for us’ is the cogitative device of the person. That is: "Information is the result of cerebration of the subject caused by external influence of signals, and/or "internal" thought process". Further we will use the term 'information' during the work with semantics of a signal (Sense, Knowledge); the term of 'informaticheskiya' – during the work with signals, data.

"The informatics is the area of human activity connected with data processing and Knowledge on the basis of the modern scientific and technical achievements (STA) and serving for their (reference document) of further development". Two provisions are basic. First, existence of positive feedback between Informatics and the reference document. Secondly, it is underlined two faces of Informatics. During the work with the Knowledge/data/, the Informatics acts as metadiscipline /applied discipline/.

"Informatichesky process is processing of signals and data. Information process is a process: 1) reflecting cerebration of the person with an image; 2) by transfer of an image – its embodiment in a signal (sintaksization); 3) at reception of a signal, extraction of sense from it (semantization)".

"Information /informaticheskiye/ technologies is a set of methods and means by means of which, on the basis of the reference document, are realized information /informaticheskiye/ processes". Informatichesky technologies are based and promote I develop the following directions: digital devices; means of telecommunication; mathematical methods: compression/unpacking of files; cryptography; the codes correcting errors; filtration of data from noise. Information technologies are based and promote development of the Intellectual Systems (IS): Artificial intelligence and Expert systems. It is shown that stages of development of IS repeat stages of evolution of the thesaurus: from an amoeba to homo. The prospect of modeling of 'intuition' is considered.

Components of information and informatichesky cultures are considered. It is shown that the economic developed countries, are in a phase informatichesky (but not information!) societies. Negative aspects of informatichesky society are described
