To the question of realization in Russia programs inclusive education for persons with the limited possibilities of health

Special education for persons with disabilities in Russia has nearly 200-year history. October 14, 1806 in the city of Pavlovsk near St. Petersburg was opened first teaching and educational institution for 12 deaf children. In keeping with a 1995 federal law "On social protection of invalids in the Russian Federation," one of the most effective mechanisms for improving the social status and protection of disabled people is that they receive full vocational education. As a result, the number of disabled students in Russian universities has increased from 2500 (1995) to 26.1 thousand (2010).

Successful implementation of inclusive education in Russia is hampered by errors in the diagnosis of the health of children with disabilities. Of fundamental importance is the correct and early differentiation disorders of speech and thought. The number of orphaned children who have diagnosed any deviations in mental development. They are the most deprived of rights citizens. The diagnosis of mental retardation of the second degree means automatic translation orphans from educational institutions in neuropsychiatric nursing (stumps), where they are deprived of access to education, housing, and be productive members of society. Diagnosis is often in violation of the scientific principles of cultural-historical psychology, with no full-scale experimental psychological research, without regard to the zone of proximal development and the social situation of the child.

This situation partly solve the charities, for example, fund the promotion of education for orphans "Big Change". It was organized in 2002 by a group of educators who share a common dream - to help children from orphanages and boarding schools, including stumps, to realize their potential and live a full life. I have a thorough survey of 42 students logopedic Fund, previously enrolled in remedial schools, and found that only one of them has a primary decrease in intelligence, in other cases some mental retardation is a secondary derivative from a severe speech impairment, therefore, was made overdiagnosis.

For inclusive education is definitely the future, as people with special abilities are an integral part of our society, so we need to make a comprehensive effort to implement it and improve it.
